The Public Access to Court Electronic Records system (PACER) provides case information over the Internet.

PACER is part of the court's Case Management/Electronic Case Files (CM/ECF) system.  This court went live on the CM/ECF system on October 11, 2002.

CM/ECF information covers civil cases back to January 1991 and criminal cases back August 1991.  Many open cases dating prior to 1991 were also added to the system.  Documents filed on or before October 11, 2002, are available in paper form in the clerk's office case files.  Documents filed after October 11, 2002, are available on CM/ECF.

The Judiciary Appropriations Act of 1991 (P.L. 101515), signed in November 1990, gave the Judiciary the authority to establish access fees, which permitted nationwide expansion of the PACER program since Congress had not appropriated any funds for its operation.  Specifically, Congress gave the Judicial Conference of the United States, the judicial governing body of the United States Federal Courts, the authority to impose user fees for electronic access to case information.

Pursuant to 28 USC § 1914, all registered agencies or individuals are charged a fee of $0.08 per page ($0.07 prior to January 1, 2005) for access to CM/ECF (PACER) service on the Internet.
